2010 Rules of Play / Addendum PACE OF PLAY (USGA Rule 6-7): A Player will be subject to penalty if he/she unduly delays play. Group times will be checked at two checkpoints during a tournament round. The following schedule will be used at all UJGA-sanctioned tournaments: CHECKPOINT 1: (Completion of 9th Hole): Groups out of position will be given a 1-stroke penalty. The violating group is responsible to get back in position by the second checkpoint. Times of groups following the out-of-position group will be adjusted accordingly and are considered in position if they finish within 14 minutes of the group they are following. CHECKPOINT 2: (Completion of 18th Hole): All members of a group that was in violation at Checkpoint 1 and also at Checkpoint 2 will receive an additional 2-stroke penalty. A group that is out of position for the first time will be given a 1-stroke penalty. TIME ALLOCATIONS FOR THE CHECKPOINTS Checkpoint 1: Group of 4 = 2 hours 15 minutes / Group of 3 = 2 hours 6 minutes. Timing Policy: Players are subject to being “spot” checked if their group has failed to meet a checkpoint allocated time. A player will have 40 seconds to play a shot once it is his/her turn to play, a time over the allocated 40 seconds is a violation of the policy. Any player may request an official to time his/her group if they feel there are players within the group who are violating the policy. PENALTIES Group Checkpoint time violation (first infraction): All players will receive a 1-stroke penalty Group Checkpoint time violation (second infraction): All players will be given a 2-stroke penalty (plus the initial 1-stroke penalty= total of 3 penalty strokes). ANY group member can petition for their penalty/penalties to be waived, at which time there will be a review of individual player’s time on each shot that was spot checked when the group was out of position (based on checkpoint times). Any shot that took longer than 40 seconds to complete will be in violation of the timing policy and the assessed penalty will stand. Additionally, if the Rules Official who had been timing the group deems that the group “did not make an honest attempt to get back into position” and meet the allocated checkpoint times, the penalties will stand regardless of the player’s individual time. ASSESSMENT / WAIVAL OF PENALTIES If a group that was out of position at the first checkpoint but finishes in the allotted time, the 1-stroke penalty that was assessed is subject to be waived by the Tournament Committee. If a group met the first checkpoint time but was over the allotted time at the second checkpoint, a 1-stroke penalty will be assessed. The Tournament Committee may consider waiving the penalty under special circumstances
